I think that's not fair.
But further, whipping is not fair.
People shouldn't punished by whip.
But punishing other people by some one's deeds is very senseless thing.
If I were prince, I won't scared by punishment because I'm not the one who gets punish.
(Though no one punishes their child by whipping these days, isn't it?)
